제5차 유엔환경총회(UNEA-5)

존경하는 의장님, 각국 장관 여러분,

먼저 제5차 유엔환경총회를 준비해준 의장국 노르웨이와 

UNEP 측에 감사를 표합니다.

현재 우리는 보건, 경제, 그리고 환경위기를 동시에 극복해야 하는 

과제에 직면해 있습니다.

이는 더 나은 녹색 사회로의 재건, 지속가능한 사회로의 

전환만이 우리의 나아가야 할 길임을 의미하기도 합니다.

한국은 지난 수년간 지속가능한 사회를 구축하고, 

자연의 생태가치를 회복하기 위한 노력을 다해왔습니다.

육상 및 해양 보호구역을 확대하는 한편,

생물다양성 증진을 위해 멸종위기종을 복원하였으며, 

인수공통 감염병 관리를 강화해 왔습니다.

이를 통해 한국은 자연과 동식물, 인간이 함께 공존할 수 있는 

사회를 만들고자 합니다.

또한 이와 같은 "자연을 위한 행동(Act for Nature)"을 통해 

얻은 경험과 지식을 오는 10월 한국에서 개최될 

제4차 아태환경장관포럼에서 공유하고자 하며, 

이 포럼의 결과물은 내년에 재개될 

제5차 유엔환경총회(대면)로 이어지게 될 것입니다.

귀빈 여러분,

한국은 녹색회복을 위한 그린뉴딜 정책과 아울러

'2050 탄소중립' 비전을 선언하였습니다.

이는 중화학공업에 대한 경제 의존도가 여전히 높은 한국에게

큰 도전입니다. 

하지만 한국은 현세대뿐 아니라 미래 세대를 위한 행동에 나설 준비가 되어 있으며, 이에 부문별 탄소중립 달성 로드맵을 마련함으로써

기존 경제, 사회구조의 대전환을 향해 나아가고 있습니다.

이를 위해서는 모든 이해관계자를 아우르는 총체적 접근이 요구되는 만큼, 혁신적인 파트너쉽을 통한 이해관계자의 폭넓은 참여를 지향하는 

P4G 이니셔티브에 대한 관심을 부탁드립니다.

금년 5월 말, 한국에서 개최되는 제2차 P4G 정상회의가 

포용적 녹색회복을 향한 파트너쉽을 재확인하는 자리가 될 수 있도록 최선을 다하겠습니다.

제2차 P4G 정상회의에 깊은 관심과 참여를 부탁드립니다.

Excellencies,

Let me begin by thanking the Norwegian Presidency and UNEP

for organizing this unprecedented online session of UNEA-5.

We are tasked with overcoming not only health and economic crises,

but also environmental crisis all at the same time.

This means that the only way forward is

to build back better, greener, and more sustainable.

For years, Korea has made dedicated efforts

to build a sustainable society and restore our ecosystems.

We have expanded designated land and marine protected areas;

restored endangered species to increase biodiversity; and

tightened the control over potential zoonosis.

All these measures have been taken to create a society

where nature, wildlife, and humans could harmoniously coexist.

Korea will share this experience and knowledge to "Act for Nature"

as the host country of the Fourth Asia-Pacific

Environment Ministers Forum this coming October

in the lead up to the resumed session of UNEA-5 in 2022.

Excellencies,

Korea declared its 2050 carbon neutrality vision

along with the Green New Deal for a greener recovery.

This is a huge challenge for Korea,

where economy is still dependent on heavy and chemical industries.

However, Korea is willing to take action for present and future generations

and we are currently working on sectoral net-zero roadmaps

to restructure our economy and our ways of life.

As this requires a holistic approach engaging all stakeholders,

I would like to draw your attention to P4G,

a global initiative for green growth and sustainable development goals

with its innovative public-private partnerships.

As the host country of the Second P4G Summit in late May,

Korea will ensure this P4G Summit offers a venue

for reaffirming global solidarity towards green and inclusive recovery.
